Another in a long line of civilization-building games is the clunkily-named Sid Meier’s Civilization: The Board Game. Gamer reviews were pretty positive, though of course the very nature of the ‘perfect Civ game’ holy grail is that it can never be made! This summary includes rules from the Fame & Fortune and Wisdom & Warfare expansions.
